DCC has set out its position on the European Union’s forthcoming revision of the Renewable Energy Directive (RED), highlighting it as a key opportunity to accelerate emissions reductions while supporting energy security, affordability and competitiveness across Europe.
The RED is the EU’s primary legislative framework for increasing the use of renewable energy across electricity, heating and transport. Its revision will play an important role in shaping Europe’s energy system for the next decade.
In its submission to the European Commission, DCC emphasises the need for a practical and balanced approach that supports decarbonisation across sectors while maintaining flexibility in how energy systems evolve.
DCC is calling on policymakers to:
- Introduce a Renewable Heat Obligation (RHO) to accelerate the decarbonisation of heating
- Maintain effective frameworks for renewable fuels in transport, supporting continued investment and deployment
- Strengthen governance of biofuels, with improved traceability and oversight across supply chains
- Support electrification alongside system flexibility and integration, recognising the role of multiple technologies in the transition
DCC believes that delivering these measures will help ensure the revised Directive enables meaningful emissions reductions while supporting a resilient and cost‑effective energy transition.
A detailed submission has been provided to the European Commission as part of the consultation process.
